Program/Construction Management (PM/CM)
As one of North Carolina’s fastest-growing airports, Asheville Regional Airport is investing in modern infrastructure to improve safety, efficiency, and passenger experience. Central to this transformation was a new terminal radar approach control (TRACON) facility and air traffic control tower designed to support today’s operations and future growth.
Delivering Critical Air Traffic Infrastructure
As part of AVL’s broader modernization program, Parsons served as Owner’s Representative for the construction of the new 13,000-square-foot TRACON facility and 121-foot air traffic control tower. The facility replaces aging infrastructure and provides air traffic controllers with modern technologies and improved visibility to support safe, efficient airspace management.
Coordinated Delivery
Parsons managed daily coordination across design, construction, and commissioning, serving as a trusted advisor to the airport throughout the project. Through structured project management, the team kept onsite work aligned with quality, budget, and operational requirements.
Aligned Stakeholders
Close collaboration with project partners helped ensure the facility met the needs of both AVL and the Federal Aviation Administration (FAA) while supporting the airport’s long-term growth strategy. As work advanced, Parsons tracked schedule and budget priorities, resolved challenges, and helped maintain progress through completion.
From Acceptance to Activation
FAA acceptance in November 2025 marked a key milestone in the airport’s modernization program. Following acceptance, FAA equipment installation and commissioning began to prepare the tower and TRACON facility for operational use. In early August 2026, the control tower ribbon cutting celebrated the completion of this critical aviation infrastructure.

Supporting Long-Term Growth
Parsons’ aviation expertise and program management support are helping AVL expand capacity, improve operational efficiency, enhance safety, and deliver a modern gateway for travelers across western North Carolina.
