Joe has extensive experience applying engineering, management, and leadership expertise to transportation projects for numerous clients throughout Illinois and the Midwest. He’s worked on Illinois Tollway projects for nearly 40 years and has been embedded at the Tollway three different times. Most recently, he was the consultant owner’s representative executive for the Illinois Tollway’s $4 billion I-294 Central Tri-State Reconstruction project, an ambitious program to increase capacity and improve travel reliability for 22 miles of the Illinois Tollway’s most-traveled interstate.

Rick Young has led some of the region’s most complex transportation infrastructure and capital improvement programs, including the Illinois Tollway’s $17 billion CRP and MI capital improvement programs and leading the design for the $4 billion reconstruction of 22 miles of expressway in Chicago. His experience includes program-level planning, project delivery oversight, design coordination, consultant management, stakeholder engagement, and implementation support for large-scale roadway, bridge, interchange, tolling, drainage, safety, and modernization improvements. His capital program experience demonstrates the ability to align technical execution with agency priorities, funding strategies, schedule commitments, risk management, and long-term system performance goals.

Bini has extensive experience with intelligent transportation systems, including advanced traffic management system design, operations, and maintenance. She performs a broad set of management, design, and maintenance duties for the Illinois State Toll Highway traffic and incident management system. She routinely evaluates operational strategies using the latest intelligent transportation system technologies and initiatives, evaluating benefits, implementation impacts, resource impacts, and maintenance considerations. Her expertise also includes developing, implementing, and fine-tuning traffic signal optimization.

Hyerang has extensive experience in the design of complex retaining wall systems for roadway infrastructure. She has used the load and resistance factor design methodology and spread footing foundations to support structures with retained heights of up to 30 feet. She accounts for a wide range of challenging load conditions, including sloped backfill, wall-mounted traffic rails with crash loads, and non-standard live load surcharges. She collaborates closely with geotechnical engineers to ensure adequate soil capacity and conducted detailed evaluations of backfill materials to reduce design loads. Her thoughtful approach to structural geometry, including strategic use of eccentricity, enables practical and efficient solutions within tight spatial limitations.

Kinjal has served as senior project manager for the design, development, commissioning, and testing of tolling systems in accordance with the contractual requirements. He has managed installations, commissioning, acceptance, and maintenance of tolling systems.

Jason has a strong background in managing large-scale infrastructure projects. He has led the design and coordination of complex interchange, arterial, and local roadway systems, ensuring seamless integration across disciplines including stormwater, structural, traffic, and environmental engineering. His responsibilities include overseeing multidisciplinary design efforts for roadway, bridges, retaining and sound barrier walls, drainage systems, stormwater management facilities, intelligent transportation systems, and signing.

Jim is a detail-oriented bridge engineer with extensive experience in design, documentation, and quality assurance for complex transportation projects. He specializes in deck and approach slab design and detailing and has played a key role in developing comprehensive construction documents, including CADD-based final plans, quantity takeoffs, and complete calculation packages. He plays an important role in addressing key project challenges by developing effective staging and maintenance-of-traffic plans to safely manage high traffic volumes. His strong technical expertise and commitment to precision contribute to the successful delivery of complex infrastructure projects.

Jason has experience in roadway and bridge rehabilitation projects, supporting both technical design and multidisciplinary coordination. He has worked closely with prime consultants and subconsultants to deliver comprehensive solutions, beginning with the coordination of field data collection and analysis of existing conditions. He leveraged GIS tools to process field data and integrate it into CAD platforms, enabling data-driven evaluation of infrastructure needs. Jason has developed rehabilitation strategies by assessing pavement conditions and safety deficiencies and compiling detailed reports outlining recommended improvements. He also assists in preparing contract plans for roadway design, including maintenance-of-traffic plans, and supported coordination efforts for barrier warrant analyses and utility considerations.

Sean has extensive experience managing large-scale, complex transportation initiatives. He has successfully overseen all aspects of project delivery, including staffing, budget management, team development, and coordination across multidisciplinary groups. His leadership extends to managing right-of-way acquisitions, negotiating agreements with major municipalities, and guiding projects through concept development and permitting. He has managed coordination with multiple agencies and provided regular updates to executive leadership, ensuring transparency and alignment throughout the project lifecycle.
