The mission of the Federal Aviation Administration (FAA) is to provide the safest, most efficient aviation system in the world. In line with this mission, the FAA provides the U.S. National Airspace System (NAS)—the largest, busiest, most complex, and technologically advanced aviation operation in the world—with the infrastructure to support all air operations within the U.S. and certain oceanic areas. This responsibility ranges from air traffic control, system security, and safety to international coordination.
What Is The TSSC?
The TSSC is a large, complex program performing work at geographically dispersed sites nationwide for the FAA and key stakeholders (e.g., hundreds of airport authorities and local municipalities). The TSSC supports modernization and sustainment of FAA infrastructure in support of the FAA’s Capital Investment Plan (CIP) and certain reimbursable programs under the auspices of the National Airspace System (NAS), the FAA NextGen Program, and aviation safety.
Since 2001, Parsons has supported the FAA’s mission through FAA Technical Support Services Contracts, which must be met with excellence 24/7/365—through three Technical Support Services Contracts (TSSCs).
TSSC III
This $1 billion FAA Technical Support Services Contract, awarded in December 2001, supported the FAA’s Capital Investment Plan modernization efforts. We were responsible for ensuring that the FAA’s systems and equipment were properly installed, tested, and functioned at 600+ locations, including airports, remote unmanned sites, and military installations. We employed an average staff of 600 with both professional and technician-level personnel. During this contract, we executed 3,000+ work orders to provide contract management; logistics and property management; safety, health and environmental services; engineering services, and fire protection services. Approximately a third of the work orders required flexible, quick action to respond to short timelines.
TSSC IV

This $1.3 billion contract, awarded in August 2012 with a 4-year base period and two 3-year options, encompassed professional engineering, construction, equipment installation, drafting, and other technical services. Our win of this second FAA Technical Support Services Contract highlighted our capabilities, including our ability to self-perform work and generate real-time financial and schedule information. As the prime T4 contractor, we implemented key projects—including the Wide Area Augmentation System Aeronautical Survey Program, the Aviation Weather Camera Program, and repair/restoration of thousands of communications towers nationwide—to modernize the NAS and support the FAA’s strategic transformation to the Next Generation Air Transportation System.
TSSC V: April 2023-April 2033
The $1.8 billion ceiling value contract supports the FAA’s Aviation System Capital Investment Plan (CIP) and includes a base period of four years and two three-year option periods. Parsons’ partnership with the FAA through FAA Technical Support Services Contracts spans more than four decades and is a testament to our strong commitment to advancing the agency’s mission. Through TSSC V, Parsons is continuing to leverage our engineering, infrastructure, and project management expertise to support the FAA in sustaining their global aviation leadership and modernizing the safest, most efficient aerospace system in the world.

Navigation systems – Upgrade and replacement of
navigation systems, including VHF omnidirectional range (VOR), instrument landing system (ILS), and other critical navigation aids
Communications and electronics systems – Upgrade and replacement of communication and IT systems, including telecommunications infrastructure replacement (TIR), Voice over IP Communications Enterprise (VoICE) systems, radio communications towers, and NEXCOM radio upgrades
Facility and infrastructure management – Facility and infrastructure upgrades for air traffic control towers (ATCTs), air route traffic control centers (ARTCCs), terminal radar approach control (TRACON) facilities, and other FAA facilities nationwide
Radar and surveillance systems – Sustainment and
upgrade of airport surveillance radar (ASR) and air route surveillance radar (ARSR) systems
Weather systems – Installation of WeatherCam systems in AK, HI, and high-mountain sites
Power and energy systems – Support for critical power distribution and backup systems, including emergency power systems
Environmental and safety systems – Environmental
assessments, permitting, and safety upgrades are
performed to comply with federal and state regulations, including fire/life safety systems and hazardous material handling
