Alternative Project Delivery
We served as the progressive design‑build joint venture partner and lead designer for the Virginia Avenue Tunnel Reconstruction project in Washington, DC. From the outset, we led the civil, structural, and systems design for replacing a historic single‑track tunnel with a modern, double‑track concrete tunnel that supports double‑stack intermodal freight operations.
Modernizing A Historic Freight Corridor
The project replaced a mid‑1800s cut‑and‑cover masonry tunnel with a 4,100‑foot‑long concrete structure. As a result, the new tunnel provides increased vertical clearance and improved capacity for CSX freight traffic. In addition, we redesigned the approach tracks on both ends to ensure a smooth transition into the new tunnel portals.
Key improvements included:
- Two-track tunnel configuration
- Increased clearance for double‑stack containers
- New west and east approach track alignments
Phased Construction To Maintain Operations
To maintain uninterrupted freight service, we delivered the Virginia Avenue Tunnel Reconstruction through a carefully planned, two‑phase approach. First, we designed and constructed a new southern tunnel while trains continued operating in the existing tunnel. Then, after shifting rail traffic, we replaced the original tunnel with a second new structure.
As construction progressed:
- Freight traffic remained operational throughout
- Northbound and southbound traffic were separated after completion
- Construction impacts were carefully managed within a dense urban setting
Urban Restoration And Community Enhancements
Following tunnel construction, we restored Virginia Avenue SE across ten city blocks. Consequently, the corridor now features complete streets elements that support multimodal transportation and historic character.
Enhancements included:
- Shared‑use paths and dedicated two‑way bike lanes
- Expanded sidewalks with landscaped buffers
- Restored historic features such as granite curbs, brick gutters, and period lighting
Our Role And Technical Leadership
Throughout the Virginia Avenue Tunnel Reconstruction, we delivered comprehensive engineering and construction support. We led detailed civil, structural, and MEP design, while also providing construction management, safety oversight, and quality assurance services. Additionally, we supported permitting, utilities coordination, environmental compliance, and stormwater management.
Project Recognition And Awards
The project’s success earned multiple industry honors, including:
- ENR MidAtlantic Overall Best Project of the Year in 2019
- DBIA National Merit Award for Transportation in 2019
- ASCE National Capital Section Project of the Year in 2019
