The Rua Al-Madinah project is a key initiative towards the realization of Saudi Vision 2030, designed to elevate the city’s cultural and historical heritage, improve the quality of life for its residents, and enrich the visitor experience for Islamic pilgrims.

Prioritizing Green Spaces and Seamless Connectivity
The 1.5 million square-meter development will provide 63 percent of open, green spaces; new modes of transportation and parking that will provide easy access to the Prophet’s Mosque, surrounding residences, and commercial spaces; and host 47,000 hotel rooms to help accommodate the 30 million Islamic pilgrims that will visit the city in the coming years.
The Rua Al-Madinah project represents the first phase of Madinah Central Area mega development and is projected to add $37 million to the GDP and will create 93,000 new jobs.
Under this $15 million contract, which is part of the Rua Al-Madinah project, Parsons will manage the main infrastructure, including the tunnel, road, and utility works in the holy city of Al-Madinah Al-Munawarah.
Rua Al-Madinah Tunnel Management
Rua Al Madinah Holding Company (RAM-H), established in December 2016, is a single-shareholder Saudi closed joint-stock company, governed by the laws of the Ministry of Commerce of the Kingdom of Saudi Arabia, and fully owned by the Public Investment Fund (“PIF”), Saudi Arabia’s major sovereign fund.
The Company is the owner and Master Developer of mega projects in the holy city of Al- Madinah Al- Munawara, including the Rua Al-Madinah Project, which is a key initiative of the Public Investment Fund, a cornerstone among twelve other ‘vision realization Projects’ launched by the Saudi Government to ensure the realization of the Kingdom’s Vision 2030.

Defining the Project Footprint: Location and Constraints
The Rua Al Madinah project site is comprised of a single land plot, having an area of 1.4 km². Rua Al Madinah project represents the first phase of Madinah Central Area (MCA) development, the project responds to updates related to the Prophet’s Mosque Expansion project as well as market studies that have previously been conducted for the Madinah Central Area. Furthermore, the project/site boundaries were mainly determined by the demolition zone boundaries on the eastern, southern, and northern edges, and the Prophet’s Mosque expansion boundaries to the west, in addition to the expropriated area east of Salaa’ Mountain.
We are providing construction project management consultancy and contract administration services for the mega real estate project, Rua Al-Madinah, in Saudi Arabia. This project includes a 5km vehicle concrete rectangular tunnel measuring 32 m x 10 m. Situated in a central area of the city, the tunnel is designed to improve the traffic flow to the city center where Al-Masjid an-Nabawi, known in English as the Prophet’s Mosque, is located.

Project Scope
Parsons provides PMC/CMC services for Rua Al Madinah main infrastructure project through:
- Managing contractors and consultants to deliver project deliverables
- Administer contract including change and cost management
- Managing project Quality and HSE
- Review of Contractor’s Execution Plan to ensure achievability
- Monitoring and reporting of construction progress against performance measurement schedule
- Establish and maintain effective document management system
- Part of Jadat ALHaram main tunnel – external waterproofing and backfilling works
