Digital Transformation

The Southern Nevada Water Authority (SNWA) and the Las Vegas Valley Water District (LVVWD) are two separate entities that work together to manage and distribute water in the Las Vegas Valley. The SNWA is responsible for acquiring, treating, and delivering water to the LVVWD, which then manages a complex water distribution system that delivers water to more than 1.5 million people in Las Vegas and surrounding areas. 

LVVWD systems consist of:

  • 79 reservoir basins and tanks that collectively hold nearly a billion gallons of water
  • 54 pumping stations – capacity to move more than 1 million gallons of water per minute
  • More than 6,800 miles of water transmission and distribution pipelines
  • 76 production wells and 26 recharge wells capable of producing more than 200 million gallons of water per day

Digitial Integration

The Las Vegas Valley Water District and Southern Nevada Water Authority invested in a digital transformation initiative to eliminate redundant processes and siloed data and support more consistent and efficient program and project delivery.

In 2018, Parsons was contracted to help implement an Enterprise Program Management Information System (PMIS) which included Trimble e-Builder PMIS that digitized over 50 business processes, consolidated and retired 15 legacy systems, integrated their enterprise accounting and contract management systems, and leveraged Microsoft Power BI to produce strategic dashboard and analytics that measure the health of their projects and programs.

Work on the project was divided into four phases:

Phase 1:

Phase one featured the setup of the PMIS program portal and data warehouse, Microsoft Power BI software installation, and basic e-Builder and Microsoft Power BI configurations. The Phase 1 e-Builder implementation involved managing the development, planning, funding, budget, construction, and risk/issues processes for LVVWD. Construction management processes and risk/issue management were also released in Phase 1 to accommodate the scheduled start-up of several multi-year construction projects.

Phase 2:

As the most complex phase, phase two included the largest number of estimated features and complicated process workflows with data integrations with Coupa and Oracle EBS. It supported the setup of program and project contracts, cost processes, cost integrations, and basic dashboards. This phase led to the retirement of two legacy cost-tracking systems and an updated construction management process.

Phase 3:

During this phase, our PMIS experts implemented project delivery capabilities and more advanced dashboards.

Phase 4:

This phase included e-Builder support for contract administration, process optimization, Microsoft Power BI dashboard development and quality control, WalkMe implementation and training, standard operating procedure development, system change management, and user support.
