As a key member of MPA Delivery Partners, a joint venture with Mace and Arcadis, we are helping deliver the Hudson Tunnel Project. It is one of the most critical infrastructure programs in the United States.
Through our work with the Gateway Development Commission (GDC), we provide program management, engineering oversight, construction support, and staff augmentation. Our team works directly alongside GDC to manage this major rail program. Together, we streamline decision-making, reduce risk, and support delivery across multiple large construction packages.
Supporting a Generational Rail Investment
The Hudson Tunnel Project will modernize a vital 10-mile section of the Northeast Corridor between New York and New Jersey. The program will deliver a new twin-bore rail tunnel beneath the Hudson River. It will also support the future rehabilitation of the existing North River Tunnel, which Superstorm Sandy damaged.
The existing tunnel is more than 115 years old and serves approximately 200,000 passengers each day. Once the new tunnel is complete, crews can rehabilitate the existing tubes without interrupting rail service. As a result, the project will improve the reliability, resilience, and long-term capacity of one of the country’s busiest passenger rail corridors.
Integrated Program Management and Delivery Support
Our team supports GDC through a delivery-partner model that helps manage the program’s scale and complexity. We assist with all aspects of program management for the Hudson Tunnel Project. In addition, we provide subject matter experts to key Supporting and Executing Partners.
Our work includes staff augmentation and technical support for several major packages. These include Stabilization, P1 Tunnel Core and Shell, and Amtrak’s Package P2 Tunnel and Rail Systems Fit-Out. The P2 package extends from New York Penn Station to Secaucus.
Advancing From Preparation to Heavy Civil Construction
Entering 2026, the program moved from early-stage preparation into heavy civil construction. One major milestone was the completion of the Tonnelle Avenue Bridge and Utility Relocation Project in North Bergen, New Jersey. This essential work created the staging area for the Palisades Tunnel and cleared the way for the next construction phase.
In early 2026, the first tunnel boring machine components arrived at the Tonnelle Avenue site. The machine measures 8.7 meters, or 28.5 feet, in diameter. Our team is overseeing its complex assembly ahead of the planned launch later this year.
Meanwhile, the second tunnel boring machine shipped from the Herrenknecht AG factory in Schwanau, Germany. Together, the machines will excavate the tunnels needed to create two new rail tracks beneath the Hudson River.
Delivering Across High-Stakes Work Zones
Our expertise supports several complex construction areas across the program. In the Hudson River, our team is managing stabilization work that will prepare the riverbed for the tunnel boring machines. This work includes a sophisticated deep-soil-mixing operation that supports safe and efficient tunneling.
As part of this effort, crews successfully shifted a 183-meter-long, or 600-foot-long, cofferdam east for the operation’s second phase.
We are also supporting the Hudson County Access Shaft in New Jersey. Crews have completed the shaft’s slurry wall panels, creating a watertight underground perimeter. Excavation is expected to begin this spring. The completed shaft will provide a critical access point for tunnel support and future systems installation.
