The Regional Water Reclamation Facility (RWRF) Expansion increases Elsinore Valley Municipal Water District’s treatment capacity by 4 MGD. This expansion supports long-term regional growth and system reliability. The existing facility is an extended aeration plant. It is designed for nitrification, denitrification, and phosphorus removal. This compliance is with NPDES permit requirements and California Title 22 standards for unrestricted water reuse. Currently, it is used for irrigation of golf courses, school yards, and parks. In the future, it will be used for IPR and DPR. It currently treats an average of 8.0 MGD. Moreover, it can manage up to 17.6 MGD during peak wet weather events. The plant includes two parallel liquid treatment trains with a shared solids dewatering system.

This expansion builds on the facility’s robust design by enhancing nutrient removal capabilities and improving performance during high-flow conditions.

Our Services And Technical Approach

We are providing comprehensive condition assessment, predesign, design, permitting, and construction
management support services for the project. Our scope of work includes conducting a plant-wide comprehensive condition assessment. We are designing reliability and redundancy upgrades to existing treatment processes. Additionally, we are providing a 4-mgd-capacity expansion using membrane bioreactor (MBR) and ultraviolet (UV) processes.

Major Facility And Process Upgrades

Our scope of work also includes expansion of the influent pump station, headworks screening, and grit removal. An MBR process operates in parallel to the oxidation ditch processes. This expands secondary and tertiary treatment. Other components include UV disinfection, biosolids handling and storage, and an odor control system. Furthermore, there is a new maintenance workshop and further expansion of the plant DCS system.
