Transforming Miami’s Wastewater: A $2 Billion, 15-Year Journey

On April 2014, Miami-Dade County entered into a federally mandated Consent Decree with the U.S. Environmental Protection Agency and the Florida Department of Environmental Protection, committed to making improvements to the wastewater collection and treatment system estimated at $1.6 billion.

This large and complex program to make improvements to the wastewater collection and treatment system spans over 15 years to complete the planning, design and construction of over 150 projects valuing approximately $2B.

The large complex program includes the rehabilitation, renovation, replacement, sea level rise (SLR) and storm surge betterments, technology upgrades, expansion, and new construction to all of the County’s wastewater treatment plants, over 50-pump stations, and 100+ miles of sanitary sewer force mains up to 72-inches to prevent sanitary sewer overflows (SSOs).

Our ability to relocate and recruit talented professionals established our value to Miami Dade early in the program. We held 18 positions during the peak of the program. We led the development of the construction management plan, design management plan, risk registry and management, quality assurance plan and program health and safety plan. Our staff provided disciplinary technical reviews of the designs while managing the design consultants performing the work for the waste-water treatment plants, regional and booster pump stations, and large diameter force mains.
