Program/Construction Management (PM/CM)
The Mesaimeer Road Project is a significant component of the Sabah Al Ahmad Corridor, often referred to as the “Lung of Doha,” which plays a crucial role in linking the North and South of the city. This corridor features the vital Mesaimeer Road that connects various parts of the city.
Our Role
Parsons is providing construction supervision services for the development and delivery of Mesaimeer Road. This includes serving as the client’s representative for the duration of the project, providing complete oversight and evaluation, as well as reporting on the Mesaimeer Road progress.
Mesaimeer Road offers a superior travel option for thousands of daily commuters as it significantly alleviates traffic congestion on the Doha Expressway, particularly on 22 February Street, with a vehicular capacity of approximately 20,000 vehicles per hour. The Sabah Al Ahmad Corridor connects commuters to Hamad International Airport, FIFA Stadiums, Hospitals, Schools, and many other public amenities, reducing travel time by 70%, a testament to the effectiveness of Mesaimeer Road.
Engineering Excellence On Mesaimeer Road
The project involves upgrading approximately 4 kilometers of existing dual carriageway on Mesaimeer Road, from Abu Hamour Junction to South of Al Waab Street. The transformation of Mesaimeer Road includes widening to four lanes in each direction, with parallel two-lane, at-grade service roads on either side of the main carriageway.
The project features Qatar’s first cable-stayed bridge, approximately 1200 meters in length, crossing over Haloul Street and Salwa Road. The bridge’s features span up to 150 meters, constructed with precast segments weighing up to 200 tons each.
The bridge central pylon supports nine cables, each with 55 strands, and includes a saddle at the top of the pylon. The bridge elements are adorned with a colored architectural lighting system, complementing the Mesaimeer Road landscape.
- Mesaimeer project cable-stayed bridge at night.
- Mesaimeer project cable-stayed bridge during the day.
- Mesaimeer project cable-stayed bridge aerial view.
- Al Thumama Stadium Pedestrian Bridge.
Parsons Responsibilities Included:
- Ensuring the road was ready to open to the public on Kuwait’s National Day, as the road is named after the Emir of Kuwait. Despite several logistical challenges posed by the COVID-19 pandemic during project delivery, the Parsons team met this deadline.
- Widening the existing bridge ramp from one lane to two lanes to facilitate better traffic flow to Khalifa International Stadium. This improvement was completed in just three months to facilitate smooth traffic during the FIFA World Cup Qatar 2022.
- Completing the pedestrian bridge for Al Thumama Stadium within three months to meet the target for the Emir Cup Final and the FIFA World Cup Qatar 2022.

Meeting Stringent Quality Standards
Parsons received two awards for Quality Excellence from the Public Works Authority (PWA) – Highway Projects Department, recognizing the implementation of exemplary quality management practices on Mesaimeer Road, and consistently ranked first in the Supervision Consultants Key Performance Indicator Assessment. Furthermore, Parsons received a Certificate of Appreciation for outstanding project performance from the President of PWA.
Maintaining A Safe Environment

Achieving over 14 million Lost Time Injury free hours underscores Parsons’ steadfast commitment to maintaining a safe working environment for all employees and stakeholders involved in the Mesaimeer Road project. The project team received a Certificate of Appreciation from PWA for this remarkable achievement.
Providing Sustainable Solutions
As part of this project, Parsons conducted a comprehensive study of the area surrounding the bridge on Mesaimeer Road to assess noise impact and installed an acoustic/visual barrier. This reduces noise levels from the newly constructed expressway and creates privacy for the adjacent residents.
The project also includes the implementation of an Intelligent Transportation System consisting of Dynamic Message Signs (DMS), Lane Control Signs (LCS), CCTV cameras, a traffic detection magnetometer system, Automatic Incident Detection (AID) cameras, License Plate Reader (LPR) cameras, LAN/WAN Cabinets and a fiber optic network which all are integrated to the PWA Road Management Centre (RMC). The ITS system on Mesaimeer Road improves roads safety, security, congestion, quality of air, fuel efficiency, reduces accidents and the noise level.

Project Scope
The scope of work includes supervising, monitoring, and managing the delivery of:
