OASIS+

Overview

One Acquisition Solution for Integrated Services (OASIS+) is a collection of multiple-award, indefinite delivery, indefinite quantity (MA IDIQ), task order contracts with a 10-year period of performance (5-year base and 5-year option period). OASIS+ is administered under the authority of the U.S. General Services Administration (GSA), by the OASIS+ Ordering Contracting Officer (OCO). Services under OASIS+ span many areas of expertise and mission spaces for all Federal agencies, including the Department of Defense (DoD) and National Security Community. A wide range of professional services are integrated under the contracts to provide a total solution to agency needs. The primary professional service disciplines integrated are: Program Management, Management Consulting, Engineering, Scientific, Logistics, and Financial. The scope also allows ancillary services and costs necessary to complete a total solution through a professional service objective.

OASIS+ allows for all contract types at the task order level–e.g., cost reimbursement (all types), fixed price (all types), time and materials, and labor hour. Task orders may also combine more than one contract type–e.g., FFP/cost, FFP/labor hour. Additionally, task orders may include incentives, performance-based measures, multi-year or option periods, and commercial or non-commercial items.

Parsons is a prime contractor on four OASIS+ contracts, or “Pools”: 1, 3, 4, and 5b. Pool 1 is associated with North American Industry Classification System (NAICS) 541990, All Other Professional, Scientific, and Technical Services, along with 21 other NAICS codes. Pool 3 is associated with NAICS Code 541330, Military and Aerospace Equipment and Military Services. Pool 4 is associated with NAICS Code 541712, Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology). Pool 5b is associated with NAICS Code 541712, Exception C, Space Vehicles and Guided Missiles, their Propulsion Units, their Propulsion Units Parts, and their Auxiliary Equipment and Parts.
