Parsons, as part of a consortium including three other firms (VINCI Concessions, Connor Clark & Lunn GVest Fund, and Gracorp Capital), was designated by the Government of Saskatchewan as the preferred proponent for a public-private partnership (P3) contract for the bypass highway of Regina—the provincial capital of Saskatchewan, Canada. We are part of the design-build joint venture for the project, the largest transportation project in Saskatchewan’s history and the first transportation infrastructure project to be completed under a P3 model in the province. Parsons Enterprises—our entity focused on developing, delivering, financing, and managing essential infrastructure assets under P3s—is an equity participant in Regina Bypass Partners. There are several benefits associated with employing a P3 model on this project:

  • Cost saving: The model is saving CAD$380 million compared to constructing the bypass through conventional methods.
  • Time saving: The bypass will be built at least 6 years faster than a traditional build.
  • Taxpayer protection: Taxpayers will be protected from construction cost overruns and inflation.

Reduced Congestion And Improved Safety

Construction on the new Regina Bypass began in summer 2015. The construction work, which is projected to take about 4 years, will be carried out by a joint venture consisting of Parsons Canada Ltd., Carmacks—a wholly owned subsidiary of Eurovia, VINCI Construction Terrassement, and Graham. Once completed in 2019, the Regina bypass will reduce traffic congestion and improve motorists’ safety in and around Regina, enhancing a key component of Canada’s National Highway System. It will also increase efficiency for truckers and shippers moving goods, a critical consideration for Saskatchewan, a land-locked province with an export-based economy. Regina Bypass Partners will operate and maintain the bypass for 30 years following completion, in partnership with the Ministry of Highways and Infrastructure.
