Digital Transformation
Since 2018, Parsons has worked with Port of Oakland as system integrator, strategy development advisor, and support for technology systems across several major Maritime digital initiatives. Work efforts include installing a Freight Intelligent Transportation System (FITS) throughout the seaport area west and south of I-880, extending from the San Francisco–Oakland Bay Bridge to Jack London Square. The system combines established and emerging technologies to reduce congestion, including truck idling, while improving safety and travel reliability through real-time information for truckers and other travelers. Parsons and its partners deployed the Intelligent NETworks (iNET®) platform, integrated with cloud—based data hub, an smart parking system, as well as a custom port community information system website and mobile application (the Oakland Portal). Together, these tools supported more efficient, safer, and more reliable port operations. To provide ongoing support and maintenance for both capital development projects, Parsons also is currently in a five-year operating and maintenance agreement with the port.

Integrated Freight Transportation System And Data Hub Enhancements

The FITS project created and integrated a centralized data hub that receives real-time information and shares it across Port agencies. The hub incorporates advanced analytics and connects a comprehensive network of field technologies, including Changeable Message Signs, RFID readers, queue-detection cameras, advanced train detection, adaptive signals, fiber optics, upgraded HD CCTV, and center-to-center communications among the Port, City of Oakland, and Caltrans. These improvements are deployed along key Port corridors, including West Grand Avenue, Maritime Street, 7th Street, Middle Harbor Road, Adeline Street, Embarcadero West, Water Street, and near Jack London Square. The project demonstrates the value of integrating multiple technologies to provide truckers, terminals and other port stakeholders with timely traffic information and incorporate vessel data. Outcomes included improved situational awareness, stronger interagency coordination, enhanced access to real-time information through a website and mobile app, more effective smart parking, and improved goods movement throughout the Port.
Our Scope
Our scope includes initial deployment and integration of the FITS system, smart equipment and sensor integration, and Data Hub deployment and integration of the Oakland Portal, Smart Parking System, Automated Traffic Management System, Port Data and Third-Party Data sources. It also includes testing and validation of the FITS system and training Port staff on how to use the system. Ongoing operations and maintenance include smart equipment maintenance and hosting, maintenance and monitoring of Data Hub, Oakland Portal and Smart Parking systems. Our scope also includes helping prepare concept design, project narratives and provide ongoing support for grant initiatives supporting the expansion of Port technology needs; integrating additional internal and external systems and third-party data sets; and serving as technical advisors and augmented Port staff (as needed).
