We serve as the Program and Construction Management (PMCM) Consultant to Kidana Development Company (KDC), the executive arm of the Royal Commission for Makkah City and Holy Sites (RCMC). Since 2022, we have managed planning, design, and construction activities for the Al Mashaer Holy Sites Transformation Program in Makkah. This initiative supports RCMC’s 2030 Vision to transform the Holy Sites of Mina, Muzdalifah, Arafat, and Hima Al Mashaer into a sustainable, year-round destination.
Integrated Program Management Services
For this program, we deliver integrated program management services, including design management, construction supervision, commercial management, project controls, quality assurance, HSE compliance, and stakeholder coordination. These efforts unify third-party consultants, design teams, and contractors under standardized governance and reporting frameworks. As a result, we help ensure seamless delivery across multiple parcels and stakeholders.
Sustainable Development Of Al Mashaer
The program aims to elevate the pilgrim experience while safeguarding the sanctity, heritage, and natural landscape of the Holy Sites.
Al Mashaer Development is structured into short-, medium-, and long-term projects over the next decade. It focuses on five key transformation areas.

These enhancements span sectors such as residential, hospitality, healthcare, commercial, religious facilities, and governance, covering approximately 120 km².
Mission And Transformation Objectives
Kidana’s mission, supported by us, is to create a spiritual, sustainable, and inclusive environment for pilgrims. The program also seeks to increase site capacity and resilience and to establish Al Mashaer as a vibrant, year-round destination. We facilitate this transformation through structured planning, robust controls, and effective stakeholder collaboration. In addition, we promote transparent, safe, and timely delivery while preserving the sanctity and operational continuity of the Holy Sites.

Combining Spatial Intelligence With Detailed Asset Data
At the Holy Sites, we use a comprehensive BIM-GIS protocol to align all deliverables with global standards. The integration between BIM and GIS enables KDC to maximize the value of both domains by combining spatial intelligence with detailed asset data. This approach supports more reliable planning and informed decision-making. We also conduct dedicated training workshops for the client’s team to enhance BIM capabilities and ensure effective utilization.
BIM-GIS Integration Milestone
The current milestone is the successful completion of the BIM-GIS integration pilot. During this phase, we structured, validated, and exchanged coordinated BIM models with GIS platforms in accordance with the approved BIM-GIS protocol. This milestone confirms the technical readiness of BIM and GIS datasets and validates seamless, reliable data exchange. It also establishes a verified foundation for the GeoBIM platform implementation phase, where integrated data will support advanced, data-driven decision-making.
