We are proud to serve as the sole prime contractor providing on-call project support for the Chicago Region Environmental and Transportation Efficiency (CREATE) Program, a groundbreaking public-private partnership aimed at transforming the Chicago rail network.
The CREATE Program brings together the U.S. Department of Transportation, State of Illinois, City of Chicago, Metra commuter rail, Amtrak inter-city rail, and the nation’s largest freight railroads to deliver critical rail infrastructure improvements that enhance mobility, safety, and quality of life across the Chicago metropolitan area.
Scope Of Work
Under this on-call contract, we provide a broad range of services to support up to 70 projects, including:

- Environmental assessments to ensure regulatory compliance and minimize community impact
- Structural evaluations of railroad bridges and other key infrastructure
- Land surveys supporting precise engineering and design
- Development of railroad track alignment alternatives to improve traffic flow and safety
- Comprehensive bridge condition reports to guide maintenance and reconstruction efforts
Our multidisciplinary team, supported by subconsultants ABNA Engineering and Environmental Design International, combines technical expertise with local knowledge to address the complex challenges of Chicago’s rail system.
