We manage some of the largest and most complex inspection and maintenance (I/M) programs in North America—including Ontario, Pennsylvania, New Jersey, California, Texas, and Hawaii—supporting millions of inspections annually and providing full-service equipment, training, compliance oversight, and program management. We’ve led industry-first initiatives such as implementing the first decentralized OBDII program in Louisiana and transforming Vermont’s inspection program from paper-based to electronic. Innovative Technology
We implemented the first-to-the-market tablet testing solution for the vehicle safety inspection industry in Hawaii as well as the first emissions and safety tablet-based program in Vermont. In Pennsylvania, our tablet solution is used by the state’s auditing team, and by our auditors, in support of the audit activity of over 12,000 safety and emissions testing facilities. In 2020, we designed our custom-developed OneOBD data acquisition device (DAD), which is the most versatile, mobile, and robust DAD on the market.
Triggers And Audits
Leveraging our experience in the vehicle inspection and compliance industry, we design client-customized audit trigger systems to ensure that program compliance is consistently and quickly verifiable. Our trigger and auditing approaches are effective compliance monitoring tools because we build our systems to continually monitor and analyze all incoming inspection data for potential fraud.
Reporting And Data Valet
We create easy-to-use reporting dashboards to bring program information to our clients’ fingertips. Our web-based reporting suite and dashboards enable a quick view of key performance indications and contain drilldown capability. Our custom Data Valet services provide a hands-on, dedicated human resource to prepare custom reports, dashboards, and ongoing data mining support to program oversight staff.

Billing And Fee Collection
We’ve developed fee collection systems for multiple programs, handling and redistributing over $100M annually without ever losing a single penny owed to any client. Our end-to-end fee management process ensures accuracy, traceability, auditability, and dependability. To protect sensitive data, our applications secure the fee collection process and encrypt all banking information with built-in privacy features.
Field Supply And Equipment Maintenance
We design, build, and deliver tailored equipment solutions, providing full lifecycle support including hardware technical assistance, replacements, repairs, maintenance, new equipment fulfillment, and inventory control. Our solutions include ruggedized and non-ruggedized tablets integrated with vehicle inspection databases, wireless data acquisition devices, document and sticker printers, routers, and other specialized program equipment.
Training And Certification
We’ve developed and delivered robust, customized training programs, training over 100,000 individuals. We utilize best practices for personnel recruitment and retention, avoiding long-term vacancies in the programs we manage. We also develop certification and recertification processes for students to prove their readiness to take part in the program.
Heavy Duty Emissions Testing
Our vehicle communication experts design mobile, accurate, and standards-based emissions tools and applications to maximize heavy-duty (HD) vehicle emissions communication. Our strategy and approach progressively resolve HD OBD communications and software issues with all engine types and improves inspection success using “pass-through” technology. This allows us to adjust settings per vehicle rather than having to apply any broad sweeping changes to all vehicles tested.
