Once a customer builds or renovates a facility, someone is hired to run it. The all-important job of operating and maintaining a facility determines not only the longevity of the facility but also the long-term cost to the customer.
Parsons understands better than most firms what is at stake in facility operations and maintenance (O&M), especially when those facilities are critical to our nation’s security and defense. Parsons has provided engineering and construction support to federal customers for nearly 70 years. Ranked among Engineering News-Record’s top 20 general building firms for 2013, Parsons has designed and/or managed the construction of more than 15 million ft2 of mission-critical environments. Our extensive experience in the design/build of these facilities gives us a unique perspective on their care and operations.
Parsons offers services that span the full life cycle of the built environment. Building on our reputation in preplanning, design, and construction, we offer turnkey services for startup, O&M, facility assessment, planning, design, commissioning, and decommissioning. With our acquisition of First Support Services in 2013, we strengthened our offerings in O&M and telecommunications operations services and added logistics and transportation support to our roster of services. Our expanded capabilities include:
- Facility O&M—including O&M for infrastructure, utilities, and airfield operations; morale, welfare, and recreation services; and environmental management and support.
- Logistics Support—including warehousing and inventory; bulk fuel operations; aircraft loading/unloading; and food services.
- Transportation Support—including vehicle maintenance, parts management, dispatch operations, freight/passenger manifesting, and automated work control and cost tracking.
- Telecommunications Operations—including local area networks; telecommunications engineering, furnish, and install; telecommunications systems O&M; and antennae maintenance.

Our proven, proactive approach emphasizes scheduled O&M—minimizing the need to respond to unplanned system failures. By supporting the concept of sustainable design we reduce maintenance costs—which has a direct benefit to our customers.
Parsons specializes in highly secure, physical, electronic, and threat-resistant facilities and systems. Our projects span the globe and include: military installations and bases, energy and research facilities, highly hazardous waste treatment complexes, communication and transportation systems, homeland security infrastructure, and overseas and remote facilities.
Our O&M experience is exemplified by our Guam base operations support (BOS) services contract. In a joint venture (JV) that includes First Support Services, Parsons is the program manager for a complex multifunction contract to manage high-value military assets. The JV provides broad services, such as public works, ordnance, port operations, transportation, and environmental services for the US Navy Base and Andersen Air Force Base, Guam.
Parsons is also providing BOS services to National Geospatial-Intelligence Agency (NGA) for the agency’s state-of-the-art new Campus East, located in Springfield, Virginia. Services include facility O&M, facility engineering, logistics, occupational health and safety, and security support.
