Supporting Missile Defense

The Missile Defense Agency (MDA) is a research, development, and acquisition agency within the United States Department of Defense (DoD). The MDA’s mission is to develop, test, and field an integrated, layered, ballistic missile defense system to defend the United States and its deployed forces, allies, and friends against the full range of enemy ballistic missiles in all phases of flight.

Advisory and assistance services (A&AS) provide a tool to help DoD agencies maximize effectiveness and economy of operations, allowing managers to consult with industry and university experts in areas such as engineering and technical support. The MDA recently awarded Parsons a 5-year contract to deliver A&AS engineering services to various organizations within the MDA, including:

  • Aegis Ballistic Missile Defense: The naval component of the MDA’s Ballistic Missile Defense System (BMDS) is designed to provide missile defense against sea-based short- to intermediate-range ballistic missiles.
  • Ground-Based Midcourse Defense: This element of the BMDS provides Combatant Commanders the capability to engage and destroy limited intermediate- and long-range ballistic missile threats in space to protect the United States.
  • Terminal High Altitude Area Defense: This element provides the BMDS with globally transportable, rapidly deployable capability to intercept and destroy ballistic missiles inside or outside the atmosphere during their final, or terminal, phase of flight.
  • U.S.-Israeli Cooperative Program: This relationship extends back to 1986. Current efforts revolve around three major research and development programs and a new procurement agreement for the Iron Dome all-weather air defense system. Programs include the Arrow System Improvement Program, the David’s Sling Weapon System project, and the Arrow 3 upper-tier interceptor project. The U.S. and Israel jointly manage program cost, schedule, and performance.
  • Target and Countermeasures Program: This program develops high-quality, threat-representative, and cost-effective target solutions, enabling the BMDS to test system performance and demonstrate its effectiveness in threat-relevant environments.

Technical Expertise for All Phases of Systems Engineering

Under the MDA missile portfolio contract, Parsons provides requirements engineering across complex weapon systems, including requirements generation, allocation, tracking, and traceability at both the system and sub-system levels. Parsons is delivering missile system design engineering and development support while helping integrate hardware and software, including development of lower-level design specifications and hardware/software utilization matrices.

Parsons provides full missile system life-cycle support, including developing test plans through evaluation of performance and requirements. Our team members conduct system analysis using Parsons-developed tools and models/simulations to assist with weapon system development and Warfighters field operations.

Long-Term Commitment

In the late 1970s, Parsons began its ongoing, long-term relationship providing systems engineering, integration, and test support to MDA. We have expanded that effort across all domains within the agency and are excited to be a key member in this extremely important mission in our nation’s defense.
