The Inactive Landfill Initiative was developed in response to Governor Cuomo’s 2016 water quality initiative to protect drinking water supplies and other potential sensitive receptors in New York State. Efforts under this initiative are focused on addressing critical drinking water contamination concerns associated with emerging contaminants, including per- and polyfluorinated substances (PFAS) compounds and 1,4-dioxane, from more than 1,900 inactive landfills.
The ongoing program includes landfills that were operated prior to environmental regulations, where suspected illegal disposal of solid waste occurred, or the facility is suspected of contaminating a drinking water supply and there are no or inadequate monitoring programs in place. A ranking system was developed to prioritize landfills for site characterization, and groundwater and drinking water samples were collected from high-priority sites.
Various challenges overcome during program implementation will be shared along with initial results. At the 440 landfills investigated to date, groundwater results indicate exceedances of New York State Maximum Contaminant Levels for PFAS and 1,4-dioxane at 68% and 26% of landfills, respectively. More than 1,200 private drinking water sources have been sampled with detections of PFAS and 1,4-dioxane above advisory levels in approximately 16% and 2.3% of samples, respectively. Landfills determined to be impacting drinking water sources are elevated in priority, and plans are developed for remediation and/or mitigation of impacts.
