PASADENA, CA (March 25, 2015) – Parsons is pleased to announce that Jaafar Hillawi has joined the company as Senior Vice President and Managing Director of its environment and infrastructure business unit for the Middle East Africa (MEA) region. In this role, Mr. Hillawi will provide leadership for business development and operational delivery to execute and grow Parsons’ water, industrial, and oil and gas business in the MEA region.
Mr. Hillawi has nearly 40 years of project management, business development, and engineering experience in the design, construction, and start-up of petroleum refineries, gas processing, and infrastructure facilities. Most recently, he managed operations in the MEA region for a large engineering and construction consulting firm. Mr. Hillawi previously worked for Parsons from 1976 to 1996 with assignments in London, England; Pasadena, California; and Saudi Arabia. As part of his last assignment, he was responsible for strategic planning and business development in Saudi Arabia. He oversaw complex projects, including the Royal Commission at Yanbu Management Services Contract, the Ministry of Defense Jizan Military City, Saudi Aramco’s Southern Area Development, the Abqaiq DCS upgrade, and the Shayba Development Program in the Empty Quarter.

Mr. Hillawi holds a bachelor’s degree in chemical engineering from Tufts University in Massachusetts. He is based in Dubai, United Arab Emirates (UAE).
