PASADENA, CA (February 24, 2015) – Parsons is pleased to announce that the Elizabeth River Tunnels Project—also known as the Downtown Tunnel/Midtown Tunnel/Martin Luther King Extension—has been ranked the top road project in North America on Roads & Bridges Top 10 Roads list. Parsons is the managing partner of the Southeastern Transportation Partners Joint Venture, which is serving as the Program Management Consultant to the Virginia Department of Transportation for this $1.2 billion public-private partnership transportation project.

Both the dual-tube Downtown Tunnel on Interstate 264 and the single-tube Midtown Tunnel on US Route 58 cross the Elizabeth River, connecting the cities of Portsmouth and Norfolk, VA. The project includes major rehabilitation of the tunnels such as upgrades to the existing tunnel structures, traffic operations, and fire/life safety; construction of a new 2‑lane immersed-tube tunnel under the Elizabeth River running generally parallel to the existing Midtown Tunnel; modifications to the Brambleton Avenue/Hampton Boulevard interchange in Norfolk; and a 1.2‑mile extension of the Martin Luther King Freeway.Parsons is a technology-driven engineering services firm with more than 70 years of experience in the engineering, construction, technical, and professional services industries.
