Project Description
The City of San Diego Water Department Capital Improvement Program (CIP) is designed to improve the reliability and safety of the city's water supply by replacing aging infrastructure and upgrading treatment facilities to comply with new water quality regulations and compliance orders. One of the nation's largest systems for treating, storing, and delivering water to residents and businesses, the San Diego system consists of three water treatment plants, nine surface water reservoirs, 29 storage tanks and reservoirs, 45 pump stations, and 2,600 miles of pipeline. In addition to replacing this aging infrastructure, San Diego will upgrade its water treatment plants to comply with the federal Safe Drinking Water Act and will expand the treatment capacity to meet future demands.
Parsons is providing program management support and staff augmentation to the city as an integrated team. Our initial task was to develop and establish a program management plan that formed the basis of debt issuance and implementation of the CIP. The plan demonstrated the adequacy of the water department's organization and management structure, engineering capability, scheduling, cost estimating, operation and maintenance, and financing plan.
Parsons augmented San Diego's in-house capabilities by creating the program controls system, the program design criteria and standards manual, and the design protocols. As a specialized service, we created an owner-controlled insurance program and are managing the safety program.
The program includes over 120 projects including planning, real estate acquisition, permitting, design, and construction. With approximately half the projects designed by city staff and half designed by consultants, the program schedule interconnects a complex set of requirements.
