Project Description

This project consists of developing and evaluating alternatives to expand the capacity of the Woodrow Wilson Bridge on I-95 over the Potomac River at Alexandria, Virginia. The existing 5,900-foot structure, which has a 22-foot bascule lift span, is a key transportation link in the Washington, D.C. metropolitan area. The existing six-lane bridge is a bottleneck on an eight-lane highway. Parsons developed preliminary alternatives, and conducted environmental analyses, documentation, and the public participation program.

Traffic counts and projections were provided by JHK, and discussions of traffic parameters had to be incorporated into the environmental documentation to describe the need for the project and how each alternative would address the problem. A major element of this discussion pertained to how mass transit and transportation system management strategies fit into the regional and local transportation problems and solutions.

A Draft Environmental Impact Statement and technical reports were prepared addressing wetlands and water quality, hazardous materials, cultural resources, socioeconomics, and other important issues. Two supplemental EIS have been prepared to reflect current changes to proposed alternatives. A project-specific integrated environmental/regulatory process was developed by Parsons and adapted by the participating agencies. The Final EIS is nearly complete and awaiting a Record of Decision expected this summer.

The study also included a major public involvement program which involved a Citizens Information Group, several steering committees, a project hotline, over 50 meetings and presentations with citizens groups, three series of Location Public Hearings, and newsletters with circulation of over 3,000. Parsons prepared displays, brochures, slide shows, and other materials for the hearings and other meetings.
