Project Description
Parsons is the lead consultant responsible for the system design of the MBTA Automated Fare Collection (AFC) System. The MBTA AFC Project is currently in the implementation stages. The new AFC System will replace the current token system with smart card and magnetic technologies. MBTA’s AFC system is a multi-modal system that includes Rapid Transit, Light Rail, Bus, BRT, Commuter Rail and Parking services.
The Parsons’ Contract is a multi-phase, multi-task contract to assist the MBTA staff. Our scope of work includes preparing specifications, selection of the AFC Contractor, and providing technical support during design, testing and implementation phases. Parsons assists in preparing transition plans, establishing business rules regarding magnetic and smart card operations and assisting in the final acceptance of the system.
Parsons scope called for the following services to be provided:
Phase 1: Specification and Contractor Selection
- Develop and finalize AFC specification
- Assist the MBTA with the selection of the AFC contractor
Phase 2: Provide Post Contract Award Resident Engineering Services
- Provide system oversight, development and contract administration support
- Assist during design reviews, factory, manufacturing and in-service testing
- Oversee the warranty and value engineering alternatives
- Provide additional support services for revenue operations
In addition to the Phase 2 tasks, Parsons has been called upon to assist with: conversion of the light rail system to proof-of-payment (starting with the Green line), introduction of AFC for bus rapid transit (BRT), conducting focus groups and assisting the MBTA in developing customer service plans.
Parsons is an integral part of the MBTA AFC project team.
