Fare Collection Engineering Services for Maryland Transit Administration


Project Description

In a task order contract, Parsons has been providing comprehensive fare collection consulting services to the Maryland Transit Administration (MTA). Expert assistance has included project initiation services and system design, including preparing specifications for fare collection equipment and fare media, reviewing designs, overseeing acceptance testing, and preparing transition plans for operations staff.

Parsons has been tasked with providing contract management for the MTA Automatic Fare Collection Project. This project will replace MTA's aging bus fare boxes and introduce electronic payment and regional integration with the Washington Metropolitan Area Transit Authority (WMATA) SmarTrip program using Smart Card technology. These management tasks include fare box system replacement, implementation of the fare collection equipment, design reviews, contractor management, system acceptance, and in-service and reliability testing. Parsons’ task requires planning the system deployment, fare policy analysis, system integration, and regional coordination. It also includes inspection services of equipment installation, support for reviewing all contractor submittals, which includes design documents as well as operator, maintenance, and Information Technology manuals.

Rail Fare Collection System Implementation. The MTA has awarded the bus fare box contractor an add-on contract to replace the existing Metro and light rail fare collection equipment and to install automated fare collection equipment in the MARC commuter rail system. Parsons project team supports the MTA in implementing this project. This task includes resident engineering services for fare equipment procurement, proposal evaluation, equipment installation, installation and acceptance testing, and document and training review. This task will require full integration testing for a magnetic and Smart Card ticket-based system between all system modes. This task also requires planning the system deployment, fare policy analysis, system integration, and regional coordination.

Parsons team provides engineering services from design to implementation of all transit operating mode fare collection systems.
