Project Description
Parsons was the prime consultant to the Massachusetts Bay Transportation Authority (MBTA) for the design and installation management of the new Operations Control Center (OCC) for rapid transit, light rail, and surface bus operations. The OCC design included supervisory control and data acquisition for infrastructure and traction power control, voice communications by radio and telephone, and both centralized traffic control and automatic vehicle identification surveillance and control of rail traffic. The OCC is housed in a column-free theater-style facility with a mezzanine for an operations supervisor, emergency control, and a conference room, all with a view of the overall display board. The original control center remained in operation until the new OCC was fully implemented.
The project required the development of interfaces to both new and existing systems and their presentation to console operators as an integrated working environment. The user interface was accomplished by color CRT graphics and "point and click" control, supplemented by an overview display wall using computer display technology. Full integration was provided between the various signaling and control systems and the voice support systems, which incorporate full Integrated Services Digital Network (ISDN). Full integration was also provided with emergency services and MBTA's management information services.
The Parsons Team defined system requirements, developed the system architecture and concepts, drafted contract specifications, supported the MBTA in the selection of a vendor and assisted with system implementation.
