| Houston Airport System Threat and Vulnerability Assessment |
Project Description
The Parsons Team conducted a threat and vulnerability assessment for the three airports Bush Intercontinental (IAH), William P. Hobby (HOU), and Ellington Field (EFD) and associated facilities in the Houston Airport System (HAS). This involves evaluating the security posture and vulnerability at each airport by reviewing potential security threats and identifying remedial steps to neutralize these threats. Recommendations included a combination of technological, procedural, architectural, facilities, and manpower options. A Security Master Plan was developed for each airport to document the anticipated threats and outline an improvement and implementation plan, after which the projects identified in the Security Master Plan will be executed. The following areas were reviewed during the initial assessment:
- Physical security study
- Security operations centers / C3 assessment
- Intellectual Property Assessment
- Assessment of airport procedures and policies
- Study of airports movement and traffic flows
- Access control and perimeter security
The review was comprehensive, including physical security of the terminals, baggage systems, fuel farms, HVAC systems, cargo area, and utility infrastructure, including fuel hydrant systems, electric power, and telecommunications. Recommendations for closed circuit television, biometric access control, and other security systems were included.
Additional studies included:
- Redesign of the police station and security operation Center
- Crisis recovery, containment, and evacuation plans
- Upgrading existing documentation to meet new Transportation Security Agency (TSA) requirements
- Document control procedures
- Parsons Team was also tasked with performing a citywide homeland security review for Houston
