Virginia’s Department of Environmental Quality contracted Parsons for two projects: to develop and apply acceptance test procedures (ATPs) for equipment and then to provide and maintain an emission management information system (EMIS) for the Northern Virginia Vehicle Emissions Inspection Program.
Parsons has developed many ATPs over the years. The ATPs for Virginia were used to certify analytical systems and equipment for emissions testing to ensure program compliance. Developing the ATPs involved first developing guidelines and then designing and creating two pieces of software (QA-Track and Host Simulator) to automate and reduce the time required to perform the ATPs.
Parsons extensive vehicle inspection and compliance experience came in handy for developing Virginia’s EMIS tool. The EMIS tool still annually tracks approximately 650,000 vehicle inspections performed at 368 decentralized inspection stations. Furnishing EMIS involved customizing and integrating Parsons’ existing Vehicle Inspection Process for Emissions Reduction (VIPER) software and developing new communication client software. The VIPER system provides the commonwealth with all of the necessary tools to manage its program and provides information to both the program administration and to the public by way of web-based technology. When installed, the communication client software permits the decentralized stations to communicate reliably with the central, host VIPER system.
Parsons, a firm interested in maintaining long-term relationships with clients, now maintains the systems for Virginia.
