COMPLETION AND ACCEPTANCE
The last 10 percent of a program is often the most difficult and expensive. Effective completion, transfer, and closeout of each construction project must be carefully planned and managed. To facilitate the process and avoid last-minute delays, Parsons develops, coordinates, executes, and monitors a detailed project completion plan.
The plan includes a thorough review of all incomplete tasks, remedial work and any additional tasks required to make the facility operational and ensure a safe and trouble-free startup. It contains validation of all tests and integrates incomplete tests into the checkout requirements. Parsons interfaces with the vendor's personnel, monitors equipment installation, obtains maintenance manuals and warranties, and schedules operator training. All regulatory agency requirements are stringently reviewed and incorporated into the completion plan.
An acceptance procedure is activated as an element of the completion plan. Parsons thoroughly reviews contract documents to ensure all construction efforts are in full compliance with applicable plans and specifications. All requests for information, nonconformance reports and submittal reports are reviewed for closure. When the contractor indicates the contractual work is complete, a preliminary inspection is scheduled. During the on-site inspection, which is conducted with the contractor, a list of remaining or nonconforming work activities may be developed. After the contractor completes the additional work and it is accepted by the construction manager, Parsons schedules a final site walkthrough.
When the work was been completed satisfactorily, the construction manager prepares the final completion certificates, and Parsons makes a beneficial occupancy recommendation to the client.
