Project Description
Northrop Grumman recently purchased three shipyards and asked Parsons to verify its assessment of activities required to modernize the shipyards, as well as to do an independent assessment.
The assessment involved the following tasks:
- Assemble shipyard assessment teams for technical and business analysis
- Assess conditions at the shipyards during thorough site visits
- Provide options for Northrop Grumman's facilities modernization plan by adding a minimum investment plan and a blank-page plan
We first validated the cost-effectiveness of Northrop's facilities modernization plan and its ability to meet future needs. We then provided two alternative options.
The first, a minimum investment plan, determines the capital investment funds required to:
- Meet all health, safety, legal, and environmental requirements
- Acquire adequate plant and equipment to continue operations for established and expected capacities
- Maintain shipyard facilities and equipment
The second, a blank-page plan, will achieve the following goals:
- Derive maximum use of required infrastructure, facilities, and production equipment
- More fully integrate operations and processes
- Provide a flexible workforce that can be easily assigned to where it is most needed
- Retire or sell obsolete, underused, and excess plant and equipment
- Achieve land-use compatibility and manage encroachment
