Environmental Engineer (with Top Secret Clearance)
PROJECT:
Parsons is providing facilities management, operations and maintenance, site and space use planning, environmental compliance, engineering, security, emergency management, freight and vehicle management, and custodial care. for a secure agency within the Department of Defense (DoD). This is a restricted access facility and employees will be required to have a current DoD Top Secret (TS) clearance with ability to obtain SCI. POSITION OVERVIEW:
The Environmental Engineer will advise and assist the Program and Environmental, Safety and Occupational Health (ESOH) Managers in the development, implementation and management of facility environmental requirements and programs. Mission needs cover multiple operating sites [Springfield/NCE, Bethesda (MD) and Washington Navy Yard (DC)], which require a coordination of environmental support services. The individual will ensure the Mission's ESOH Plan & SOPs satisfy applicable Federal, state and local environmental regulations; and, he/she will implement Parsons (SHARP) Corporate Safety Policy for planning and execution of environmental tasks at each facility. The Environmental Engineer will report functionally to the Program Manager and organizationally to the ESOH Manager.
This position requires proof of US Citizenship and TS/SCI Clearance.
SPECIFIC RESPONSIBILITIES:
The Environmental Engineer is responsible for:
- Providing technical assistance for environmental permitting and/or modifications, compliance monitoring and audits, and Federal & state reporting for air, water and waste aspects of facility operations
- Assisting the ESOH department in conducting scheduled environmental compliance & safety audits and inspections of facilities, and assuring environmental compliance records are organized and maintained per applicable regulations
- Coordinating environmental compliance sampling/testing as required by applicable permits and regulations, including interfacing with external laboratories relative to sampling protocol(s), chain of custody, etc.
- Communicating audit/inspection deficiencies to site operations personnel, and facilitating & tracking their corrective actions through implementation Reporting environmental non-compliance notifications to the appropriate agencies as required; and, maintaining all required documentation and records
- Coordinating and facilitating significant near-miss and incident investigations associated with non-compliant events; including communication of action items and tracking of resolutions
- Providing oversight & technical support to the NGA/BOS-E organization for various preventive/corrective maintenance and project tasks
- Developing, assisting and monitoring program(s) for waste reduction
- Providing support to ESOH department as appropriate for assuring daily operating requirements are satisfied at each facility
PREFERRED EDUCATION/EXPERIENCE:
BS in Civil/Environmental Engineering or Chemical Engineering, with at least 5 years industrial experience involving air, water and waste disciplines (or equivalent).
SKILLS/COMPETENCIES:
Working knowledge of Federal/state/local regulations and reporting procedures for environmental and safety, including but not limited to RCRA, CAA, CWA, TSCA, OSHA, etc. Proficiency with MS Office and other software tools.
Excellent verbal & written communication, organizational and interpersonal skills.
