CAPACITY, MANAGEMENT, OPERATIONS, AND MAINTENANCE

A capacity, management, operations, and maintenance program, or CMOM, is a major component of the U.S. Environmental Protection Agency draft sanitary sewer overflow rule. Wastewater treatment and collection systems, one of the largest public investments in the nation, have a replacement value of between $1 and $2 trillion.

With the passage of the Clean Water Act and implementation of the National Pollutant Discharge Elimination System permit program, wastewater treatment and collection systems must be maintained properly by owners-operators to meet permit conditions. The U.S. EPA and municipal stakeholders clarified permit requirements for collection system operations and maintenance by including a CMOM program to defend against unavoidable sewer discharges.

Chronic sanitary sewer overflows signal collection systems in need of maintenance, additional capacity, rehabilitation, or all three. Recent surveys show that deferring this maintenance contributes to the loss of system performance.
