Market quality housing helps the U.S. Department of Defense retain the best personnel for its all-volunteer military force. Faced with the need to renovate or replace 49% of base housing, Congress established an initiative to use the speed, innovation, and expertise of the private sector to quickly deliver market quality, affordable housing for service members and their families. On the islands of Oahu and Kauai, Hawaii, the U.S. Navy and Marine Corps have formed a 50 year partnership with Hawaii Military Communities (HMC) to create more than 4,500 modern homes for men and women in the U.S. Navy and Marine Corps and their families. Parsons is assisting HMC, bringing a breadth of resources in construction and environmental, civil, and electrical engineering. The project encompasses three phases and 29 distinct neighborhoods, both on and off base.
Phase I encompasses the demolition of 1960's era homes and new home construction at three housing sites, each with four work phases, located near historic Pearl Harbor, Hawaii. Our construction group is constructing the civil works involved in the three-site project including clearing and grading, water distribution, sewer systems, electrical distribution, storm drainage systems, asphalt paving, and concrete flatwork. Parsons implements environmental protection measures as needed to manage surface water runoff, protecting the Pearl Harbor Bay watershed and its coral reefs. As construction progresses through existing housing sites, focus is placed on proactively reducing impacts such as dust, noise, and road closures on neighboring residents. Phase I will provide 910 new homes. In Phases II and III, Parsons is designing neighborhood sites and infrastructure. Phase II, for U.S. Marine Base Hawaii, will provide 1,175 new and renovated homes in 10 neighborhoods. Phase III, for the U.S. Navy, will provide more than 2,500 new and renovated homes in 16 neighborhoods. Parsons uses a program management approach in designing the horizontal site details such as electrical, water, and sewer systems. Common elements and construction documents are standardized to improve constructability and oversight of multiple builders at multiple sites, facilitating smooth, timely buildout.
Site designs accommodate historical and community concerns such as those at Ford Island at Pearl Harbor. With the U.S.S. Arizona Memorial, the Battleship Missouri Memorial, and the new Pacific Aviation Museum, Ford Island is a visitor destination. A World War II control tower and airstrip are focal points on the island. Neighborhoods in this historical setting are designed to retain lines of site to the control tower and preserve the airstrip while housing 210 Navy families closer to their worksites.
Whenever possible, neighborhood site designs include features from the architectural and land planning elements that foster a sense of home and belonging. Architectural design guidelines call for standard 2-car enclosed garages; land planning guidelines address neighborhood layouts, preservation of significant trees, green spaces, and orientation of homes. These design elements combine to generate a neighborhood environment that promotes opportunity for social interaction and a feeling of cohesiveness. For example:
