Automobiles are the greatest source of urban air pollution, yet they are vital to
a thriving economy. Parsons helps communities around the globe protect the environment and keep roadways safe by designing and managing vehicle emissions and safety inspection programs. One of the largest such programs in the world is the New Jersey Enhanced Emissions and Safety Inspection Program. Parsons manages this program which involves inspecting over 2.5 million vehicles each year. Using dynamometers, exhaust emissions are checked at speed and load conditions found in everyday traffic. Safety tests are performed visually in addition to sophisticated electronic equipment.

Parsons began managing the New Jersey program in December 1999. It was a battle against extremely cold temperatures, equipment reliability, software glitches and some unhappy customers who waited for long periods of time to have their vehicles inspected. Some serious issues had to be resolved—the equipment and software did not work, employees needed more thorough training and local managers had to be empowered to manage their stations. In spite of this, by July 2000, the Parsons team had mobilized the resources to put the New Jersey program back on track.



Parsons inspectors verify documentation and conduct visual and safety inspections

Within 60 days, Parsons implemented an appointment system at selected stations, retrained approximately 1,000 employees, and became an independent service organization licensed to service equipment in the stations. This progress allowed Parsons to significantly elevate the service level received by our customers—New Jersey's motorists. Wait time decreased dramatically as did the number of lanes previously plagued with poorly functioning equipment. With Parsons servicing the equipment, productivity increased dramatically.

Today, the New Jersey program is fully operational with 123 inspection lanes available to the public in 32 stations throughout the state—seven of the highest volume stations feature the appointment system. Each station is open 60 hours a week, Monday through Saturday. A toll-free telephone call center is also operational during these hours to answer questions from the general public and make reservations for motorists.

Parsons' objective is to assist New Jersey in its goal to reduce pollution and vehicle safety hazards while providing citizens convenient, customer-oriented testing facilities.
